Significant Planning Applications facing Thurston

Update: the Mid Suffolk Plannings Referral Committee scheduled for 28th June 2017, at which the applications listed below would have been discussed, has been cancelled due to administrative errors on the part of Mid Suffolk as relevant documents had not been made available to the public within the prescribed timetable. The Parish Council has been led to believe that the rescheduled meeting will now be 12th July 2017 commencing at 2.00pm at Mid Suffolk District Council's Offices. 

The Parish Council will be in attendance at this meeting and will continue to make representations on all of the planning applications listed below on behalf of the Community it represents. 

 

UPDATE 15th June 2017

The Parish Council has recently made further comments on the applications submitted below as amended plans have been submitted to Mid Suffolk District Council. All of its responses are on Mid Suffolk District Council's website under the applicable planning application reference but for ease they are reprinted below:

 The Parish Council and Neighbourhood Plan Team continue to be concerned that if the major applications now submitted to Mid Suffolk District Council are to be dealt with on an individual basis there will be a failure by the District Council to understand the cumulative impact such growth will have on the community of Thurston. It is also held that consideration of each individual planning application will not provide an appropriate response to the National Planning Policy Framework requirements nor to the impact on Thurston itself.

For this very reason, and also understanding the constraints of dealing with Planning Applications submitted within the National Planning Policy Framework, the Parish Council and the Neighbourhood Plan Team have concentrated their efforts at looking at the common issues facing each application as well as looking at the fundamental principle of development for each individual site and, where provided, specifically the more detailed layout proposals and their impact given each location.

Given the scale of proposed housing development, the Parish Council and Neighbourhood Plan Team have requested that the District Council adopts a cohesive approach that looks at the totality of applications and their impact on all of Thurston’s infrastructure and social development.  This approach has been understood by both Mid Suffolk District Council and Suffolk County Council  and their Officers have been meeting to discuss the impact such growth could and would have on the infrastructure in and around Thurston.

Details of each of the applications submitted and responses from the Parish Council and Neighbourhood Plan Team are as per the details below. All of these applications were dealt with by Thurston Parish Council's Planning Committee who have been given delegated powers to make a response on the applications before the Parish Council. At each of the Committee Meetings there was a public forum at which members of the public were invited to make their views known to the Committee. All residents are reminded that they can, as individuals, submit a comment on each and every application to the District Council within the permitted timescales.

Planning Application 2797/16

Hopkins Homes submitted revised site plans and Development Framework Plan under Planning Application 2797/16.

The amendment to the original proposals as submitted was discussed by the Thurston Parish Council Planning Committee at a meeting in the Main Hall, New Green Centre on Tuesday 22nd November 2016 and the Council's decision and relevant comments will be submitted to Mid Suffolk District Council's Planning Department who have the Statutory Responsibility for determining planning applications relating to Thurston.

Planning Application 4386/16

The agents acting for Bovis Homes have submitted a full planning application for the erection of 138 dwellings. Construction of new vehicular access and provision of cycle/pedestrian link to Barton Road. Provision of road and drainage infrastructure,  landscaping and open space @ land at Barton Road.  

This application was discussed by the Thurston Parish Council Planning Committee at a meeting in the Main Hall, New Green Centre on Tuesday 22nd November 2016 commencing at 7.30pm and comments will be submitted to Mid Suffolk District Council's Planning Department who have the Statutory Responsbility for determining planning applications relating to Thurston.

For those of you who have been following the Neighbourhood Plan this relates to Site 19 that was latterly submitted under the Expression of Interest for Land to be Developed in Thurston over the next 15 years or time of the plan. Planning Application 4942/16

The agents acting for Laurence Homes have submitted a full planning application for residential development consisting of 64 dwellings and associated highway, car parking and public open space @ land at Meadow Lane.  

This application along with others was discussed by the Thurston Parish Council Planning Committee at a meeting in the Main Hall, New Green Centre on Thursday 2nd February 2017 commencing at 7.30pm and comments will be submitted to Mid Suffolk District Council's Planning Department who have the Statutory Responsibility for determining planning applications relating to Thurston. (The Parish Council has applied for and been given an extension to the time in which it has to submit a comment to allow it to review all the information submitted).

The agents acting for Persimmon Homes have submitted an outline planning application for up to 250 new dwellings, open space and associated infrastructure, up to 2.4Ha of land for Thurston Community College, 2 HA of land for the provision of a new Primary School, including details of access on land west of Ixworth Road @ land west of Ixworth Road.

The agents acting for Hopkins Homes have submitted an outline planning application (with all matters other than means of access reserved) for residential development of up to 175 dwellings with associated car parking, landscaping, public open space areas, allotments, and vehicular acccess from Sandpit Lane (duplicate to application 2797/16) on land to the south of Norton Road.

The agents acting for Pigeon Capital Management 2 Ltd and Mr Peter Hay have submitted an outline planning application for the erection of up to 200 homes (including 9 self build plots), primary school site together with associated access, infrastructure, landscaping and amenity space (all matters reserved except for access) on land at Norton Road.
